@ Joy: It's an old-time hockey rule, actually in the rule book. I believe its origins are since the "C" means that player is designated as the team's representative — i.e. he can talk to the refs to demand explanation of a call or to argue — the NHL decided that goalies shouldn't be the ones to do that since nobody wants the goalie skating to center ice each time there's a questionable call. But that's just my $0.02.
